[arg_discuss] Admission criteria for private sub-list

Already doing this? Not so much. But there's a convenient resource for this
in active development. The beta will begin within days and opening it up to
the wider public will depend on what we learn/discover in the next couple of
weeks.

I could say more but, well, that'd spoil the surprise :)
